The article appears in the Opinion Section of the SacBee but offers an illustration of how potential alternatives (western conveyance) to the "....dual conveyance tunnels...." proposed in the former BDCP were not listed or considered in the EIR/EIS for the BDCP. It's of note that the author of the letter containing the proposed western conveyance is a former senior legal counsel for SWRCB.

Since the BDCP has been revised and released under new names, guess I've got a bunch of reading to catch up on....
