I would try some of the reservoirs, lakes and ponds for bass/panfish down here in the Valley or head up to some of the trout lakes that are not too high.

Some spring creeks like Hat Creek and Fall River have been OK already but will get beter in June.

The lower Feather River looks like the only one down in the Valley that is not too high @ only 1150cfs. There are smallmouth, spring salmon, spring steelhead, stripers and shad in the lower Feather at this time of year.

Any of our larger reservoirs will have bass and panfish in the shallows now but stay away from the large inflowing tributaries.
